There are a whole variety of answers. Chief among them is the emergence and building popularity of the public theatres. There is also the growing affluence in the lower classes, when plague shut down the theatres, traveling acting troupes went around performing the plays that were popular in bigger cities, bringing them to new audiences that otherwise wouldn't have had access to them. Also the progression of printing came about at that exact time, making theirs among the first plays to be printed and produced in sizeable numbers which gave the plays more lasting power (as they didn't exist just as performances).
