Henry IV was a usurper--he had no right to the throne. Even if Richard II was rightly deposed, Henry was not next in line (Edmund Mortimer was). Thus anyone who could raise the military force to defeat him had an equal claim to the throne. This is why he had to face revolts from Hotspur, Glendower and Edmund Mortimer himself.
