Presumably he did, since she was invited. That was the point of going to the party after all. The 1968 movie actually had an actress playing Rosaline although of course she didn't have any lines.
A lot of interesting things might happen. Tybalt might have killed Romeo which would start an all-out war between the families, and Juliet would be forced to marry Paris. Or Romeo might defend himself with such skill that Tybalt would be injured, and Capulet might then get mad at his wife for pawning her crazy relatives off on him and claim Romeo as a bosom buddy. Or Romeo might win the fight but be killed by Mrs. Capulet, who would then be put to death by order of the Prince. Or all the other guests at the party might interfere on Romeo's behalf and persuade Capulet that Tybalt should not be allowed to brawl during parties, whereupon Capulet would banish Tybalt as a troublemaker and express his admiration for Romeo, and offer him Juliet's hand in marriage, and all ends happily (unless Paris in despair ambushes Romeo in a dark alley with some friends). The thing about a made-up story is that you can make up endless variations on it. You are not limited to what is true or even to what is reasonable.
He would not have met Juliet, at least not then. Juliet, having no other interests, may have allowed herself to be persuaded to marry Paris. As Mrs. Paris, she would likely have more freedom to get around town, and eventually she would encounter Romeo. And it is entirely possible that they would fall in love, only this time it would be an adulterous affair. And it might have had a happy ending or a sad one.

Romeo's friend mercutio ends up fighting Tybalt, and romeo attempts to intervene by stepping between them. Tybalt stabs mercutio, despite Romeos attempts to end the fight, and mercutio dies. Romeo and Tybalt then fight, and romeo kills Tybalt, and romeo is banished from Vienna. Merutio, romeo and Tybalt sword fight.

well, Tybalt was angry about what happened in the party ( act 1 scene 5), because he saw Romeo in that party with Juliet, but Lord Capulet told him not to fight. So, he went there probably to kill Romeo but found Mercutio there. Tybalt wanted to fight and Benvolio tried to stop them. Then, Romeo came and tried to stop them but then Tybalt killed Mercutio under his arm.
