Well no one really know's when since the poem has no author but is rather instead a folkloric poem, being passed down orally from generation to generation, there are many traditonal Dinka poems that are like this, the popularity of " The magnificant bull" has much to with the culture of the Dinka which reveres cattle, as a result a dinka cattle man is most likely to resite this poem to his children who will grow to be cattle herders also and recite the poem as well. It is an old poem though i can tell you that, or else it would have so many variation and offspring stories and poems amongst the Dinka with each clan telling or singing it their own way.
