Writers use "flashback" for a variety of reasons. Quite often, it is used to keep readers interested. It is also used in order to provide helpful information about the situation (and/or time-period) from which the flashback departs. More rarely, it will be used in order to force the reader to piece together a conceptual or character-related (or some other) puzzle that is important for the overall plot of the text in which the flashback occurs.

The purpose of a flashback is to give the reader information on the character's background and to therefore give them an idea of the characters motives for doing certain things later on or previously in the text. If they are fragmented then they can add a sense of mystery to a text and hook the reader even more to the storyline. Flash forwards are best fragmented too for the same reasons as above.

This is a literary device used by authors as a way of explaining a character's present actions. It takes you back in time to something that happened to that person in the past, and that knowledge clarifies why the character is doing the particular thing (or feeling a certain way) now. For example, there might be a flashback of a male character remembering how he felt when he was rejected by the only woman he ever loved. And then you are with him in the present as he turns down a date with a woman he cares about, but he can't let her know that he is afraid to get involved with her, for fear that she too will reject him. And it is not just authors of books who use the flashback. You can often see this device used in TV shows and movies, giving you greater insight into the past events that affected the life of a particular character.
