They arrange their own marriage. Romeo gets the priest on board and Juliet communicates with him through her nurse so they can meet at the priest's place at the end of act 2. As for what they say, the whole of Act 2 is devoted to the arrangements for the marriage.
Nobody. Romeo sneaks in, hoping to get a peek at Juliet but not expecting to meet her. Juliet comes out on her balcony to say things that she would never in a million years have said if she knew Romeo was there. Unexpectedly they meet.
In Act IV Scene 4 we see the Capulet family bustling around trying to prepare a wedding feast on a couple of hours' notice. Mrs. C tells the nurse to "fetch more spices". The nurse says the cooks need dates and quinces. Capulet stands around giving orders which are unnecessary and wrong, just to feel that he is helping out. He directs "Angelica" to supervise the cooking--a lot of people think this is the Nurse's name and, if so, this is a wrong order. The Nurse is not one of the cooks, which is why she relays requests for dates from them, and it is not her job to "look to the baked meats". She tells Capulet to go to bed and, impliedly, get out of the way. But he doesn't. He interrupts a servant bringing "things for the cook", and tries to tell another servant how to get logs for the fire. The servant, exasperated, says, "I have a head, that will find out logs", or in other words, "I already know how to do this". Capulet thinks he is in charge, but he is actually a nuisance.
