When Shakespeare was born, Queen Elizabeth I was queen and she continued to be the queen until she died in 1603. James I became the King on her death. When Shakespeare died in 1613, James was still king.
I presume that you mean who ruled England in Shakespeare's lifetime. Ieyasu Tokugawa ruled in Japan if that is of some help. Henri IV was king in France. Philip II was king of Spain. Murad III was the Ottoman sultan for some twenty years during Shakespeare's life. Akbar was the Mughal Emperor of India for most of it.
