Different characters depending on how important their roles are in the scene. Sometimes the person that talks most is Romeo Juliet Mercutio Capulet
Mercutio is a character who likes to hear himself talk. After his long Queen Mab speech, Romeo tells him, "Thou talk'st of nothing" Later, in Act II Scene 4 he describes Mercutio as "a gentleman, nurse, that loves to hear himself talk and will speak more in a minute than he will stand to in a month."
The Prologue and Romeo and Juliet have lines which make sonnets. Other characters occasionally speak in rhyme as well E.g. Lady Montague "Saw you him this day?/Right glad I am he was not at this fray." In the first 22 lines of Act II Scene 3 Friar Lawrence speaks in rhymed couplets.
Mercutio, who never stops talking and loves puns and wordplay.
Most of them do to some extent, but Romeo and Juliet tend to speak in even more florid language.

Juliet has a lot of cousins, Tybalt is probably the most relavent one, Rosaline is also Juliet's cousin.
The aside is when a character on stage talks to the audience, but the other characters don't hear it.
Romeo says this line in Act 2, Scene 2 of "Romeo and Juliet" as he talks about how the darkness of the night will help him conceal his presence from anyone who may be watching. He is addressing Juliet and expressing his desire to be with her despite the dangers posed by their families' feud.
