The witches are there because they are the ones that innitially put Macbeth on his rise to power, and they show up again to right their own mistake and put him on the road to his destruction. They symbolize simply a demonic world that has no other purpose other than to play these games that destroy mere mortals like Macbeth.

That journey into murder, misery, and madness began with the meddling of the witches into Macbeth's life. They predicted glorious job advancements in the form of the titles of Thane of Cawdor and King of Scotland. Macbeth worked hard, and liked to be appreciated for his good work in defense of king and country. The witches appealed to that desire for recognition and reward. They knew how to make Macbeth feel that the appreciation was his by right. It was their witchly predictions that brought to the surface, and made dominant, Macbeth's fatal, tragic flaws of raging ambition and manipulability.
As an audience member, unless you've seen it or read it before, you don't know much about them because they start the show. First scenes were often used by Shakespeare to get the audience's attention and to prepare them for the entrance of the main character. Thus the witches tell us that the weather is bad, there's a battle which will end before the end of the day, and after the battle they are going to meet with Macbeth on the heath. They continue with their weather report ("fog and filthy air") and leave. We don't hear much about them at all.
