It can be a variety of factors:
Installation method
If you installed it via a bootable drive maker application, chances are it won't work.
Additionally, the installation may be tailored to a particular kind of firmware - BIOS or UEFI.
Configuration
Hardware configuration may play a part in this as some computers will not boot.
Additionally, the way that your system board firmware is set up may prevent your boot media from starting. (i.e. booting a UEFI install media onto a BIOS machine, vice versa)
This is probably because the BIOS is set to check the hard drive and optical drive for boot devices but not the USB ports. You need to go into the BIOS and change the devices and the priority order of said devices so that the hard drive is the last stop rather than the first. What I typically do is optical drive for the top priority, then USB or other removable devices, and then hard drive.
Another option is that when the machine is booting, you may be able to select to which you want to boot by pressing F12 and then choosing the USB device from the menu that appears.

If you do not have a DVD drive (and cant get one to operate from the BIOS) then you will need to do it over a network if your bios wont let you do that, you might be screwed.

u simply cant reformat your hard drive while running windows on that drive, what i mean is u cant reformat the hard drive if it is that verry drive that u are running at the momnet insted u need a copy of windows, put the disc in the CD drive and restart your computer. press f2 i think when it boot's to access the boot menu, boot from CD. u can delete the current partition and create a new one, also u can reformat the drive with your file system of choice, most likely ntfs. hope this helps

You have almost much chances to recover lost files from USB flash as long as the user do the right things. By relying on a USB flash drive recovery program (see related link) users can retrieve USB files deleted, formatted or lost due to any reasons provided that the data contained in the files are not overwritten (by new data) which means you'd better immediately stop using the flash drive in case you may ruin the chances of USB flash recovery.
if you have an operating system disk just put the disk in...it should boot from the CD ROM if not you need to get into your bios and change the boot order so the CD ROM reads before the hard drive and it should install automatically
