The main reason for this is because they aren't intended to be taken seriously, so they aren't. The only time that they're ever taken seriously is when they make a statement that is a blatant insult. I can't bring myself to type an example, but I think that you can guess what kind of comments comedians couldn't get away with. Well, usually, said comedians are taking advantage of what is called a double standard. They can be racist, but only to their own race. They also sometimes get away with slight racism towards other races, though this is rare.
