Because in the Elizabethan Era, women couldn't do *anything*. They couldn't have jobs, they couldn't own property, and they certainly couldn't parade around on stage to be gawked at by hundreds of men.
At that time, theater was only just beginning to gain respect as an art form. It was still widely looked down upon as bawdy, and players were seen as little better than wandering vagabonds. Men had more leeway in this area, like the rest of life at that time. They were allowed to engage in immoral behavior. Women, on the other hand, were expected to behave properly at all times. It was a vicious double standard that lasted for hundreds of years.
