Paris is at Juliet's tomb to pay conventional respect to her. He recognizes Romeo as a Montague and an exile who is not allowed in Verona on pain of death. He assumes that Romeo's plan is to vandalize the Capulet monument and he tries to arrest him. Romeo pleads with him to leave him alone, but Paris insists on fighting.
Romeo isn't destined to marry anyone. He does fall in love with Juliet. Juliet is the one that is destined to marry Paris.
When Romeo finds out that Juliet is 'Dead' he goes to see her in her tomb, and as Paris is there, he tries to stop him from seeing her, thus Romeo kills him.

Paris had come to the Capulet tomb to mourn for Juliet. But who should he find there but that nasty banished Montague, Romeo, who is no doubt out to vandalise the Capulet tomb. Paris decides to make a citizen's arrest and to hold Romeo for coming to Verona when he is banished. Romeo asks him to please forget all about arresting him, as Romeo has no intention of harming anyone but himself. But Paris won't listen, so Romeo resists, there is a fight and Paris loses.

Paris. He only ever talks to Juliet's father, never to Juliet herself. Perhaps this is why he is so clued out about what she really feels. No, more likely it is because he is an arrogant schmuck.
