While the vast majority of humanity has held at least some belief in the supernatural, especially life after death, and gods that rule over the world, authors know that these ideas are only interesting so far as they add to the drama of a story.
In Hamlet, the Ghost serves a couple of interesting dramatic functions: First, he is the best possible character to goad Hamlet into seeking revenge. Who else could do it? No one else knew the identity of the murder and sought justice. If anyone had seen the murder, they could've told Hamlet...but then that would be a different story, not as emotionally involving. Because that's the second important dramatic function of the Ghost, to emotionally involve you by showing a desire for justice and revenge so great, it cannot be held in the grave: The laws of man and God have been broken, and this in turn breaks the laws of nature. Life turns terrifying, in a way it cannot in a detective story.
