Why does Don John invite Claudio and Don Pedro to watch below Hero's window?

Don John was born out of wedlock, he feels like nobody deserves to live a happy life, or get married. Also, many people think that Don John actually loved Hero, so was jealous of Claudio;and felt like since he couldn't marry Hero, Claudio shouldn't be able to either.

Claudio's father is not there to do it for him so Don Pedro is standing in for Claudio's father. This is a remnant of the custom (still practised in many parts of the world) where marriages are arranged between the parents of the spouses to be.

Don John's retainer Borachio has got a date with Margaret. Borachio plans to persuade Margaret to hook up in Hero's bedroom while he calls her Hero. For some reason she agrees to this (and later doesn't seem to remember that she did it--maybe she was too drunk). So when Claudio and Don Pedro arrive under Hero's window on the night before she is to marry Claudio, they hear the sounds of lovemaking and a guy moaning out "Hero! Hero!". Don John's plan, of course, is to discredit Hero and make Claudio miserable.

Do you mean Don John's plan? Don Pedro doesn't really have a plan about Claudio except to ask for Hero's hand in marriage on Claudio's behalf. And that plan would have worked a lot better if Claudio wasn't so damned jealous that he listens to whatever nonsense Don John says.

Don Pedro is making arrangements on Claudio's behalf to have Claudio marry Hero. He's playing matchmaker. But Don John says he is trying to woo Hero for himself and not Claudio. Claudio is such a ninny he believes it.
