The play never comes out and tells us, but we can assume. A couple of reasons: # She was of age, so she was fair game. # They were of the same social class, so their marriage would have been accepted by society easily. # She was pretty and young.
Paris is a relative of the Duke, which makes him a member of the nobility. He even has a title - he is the "County" Paris, by which we should understand that, like Dracula, he is a Count. The Capulets, although they are rich, are not upper class people. In the original texts, Capulet is invariably called "Capulet" and never "Lord Capulet", and his wife is usually called "Mother". Mr. Capulet, then, is hoping to do a little social climbing, while Paris is hoping to have a wife for the bedroom, and to give him an heir.
It was not uncommon for girls to be married much younger than Juliet was at the time so he was probably in a rush because he didn't understand why her father was making him wait and because he wanted a wife to bear him children.
There's no reason why he should wait. He's eligible and so is Juliet.
