Juliet belonged to a rich family in Verona. Her mother would not had that much to do with Juliet since she was born and Juliet's nurse would have been much more of a "mother" to Juliet than her biological mother was. Rich people (then and now) tend to not take on the parental role and let their "hired help" take it on instead. As such, Juliet's nurse was in much more of a position to comfort Juliet on what she would have seen as very distressing news. Her own mum probably didn't knwo her that well.
