Juliet's mother is Mrs. Capulet. She is not Lady Capulet because Capulet is a middle-class man not a Lord, although he is very wealthy. We do not know much about her family, although we know her brother's son, who is Tybalt, so clearly she has or had siblings. But it would appear that she is not from a family of note. She was about Juliet's age (14) when she married Capulet (she says so in Act I Scene 3), so she would be 28 years old.
Count Paris visits Lord Capulet in Act I, Scene II, of Romeo and Juliet, to ask Lord Capulet for Juliet's hand in marriage. Lord Capulet stalls, telling him to wait until Juliet is older.
Lady Capulet brings the news that Juliet has been proposed to by Paris and that they have arranged for Juliet to marry him. She believes this will bring great happiness and prosperity to their family.
