Fryer Laurence believes that Juliet will accept his plan because he understands the depth of her love for Romeo and her desperation to avoid a marriage to Paris. He has confidence in her willingness to take drastic measures to be with Romeo, as they are both deeply committed to each other. Additionally, he sees the potion as a viable solution to their predicament, hoping that Juliet's trust in him will lead her to embrace the plan.

Friar Lawrence told Juliet that she should take the sleeping pills he gives her, then she will be carried to her bedroom. When the nurse finds her, she will think she is dead because she is so asleep. Then she will be carried to a mortuary. Word will be sent to Romeo that she is pretending she is dead and which mortuary. Everything works except the word about Juliet does not get through. So when Romeo finds of Juliet's death, he goes to the mortuary. Thinking she is dead, he kills himself on the sleeping pills that Juliet has taken. After that, Juliet awakens, and, finding Romeo dead, kills herself with his dagger.
He figures if her parents think she is dead, Juliet will be able to sneak out of town without having the Capulets chasing after her.
Friar Lawrence gave Juliet a potion that would put Juliet into a coma-like sleep for about two days straight. Everybody would think she was dead. Juliet's relatives would put her in a cellar (their family morgue) and Romeo and himself would be there waiting for her to wake up. Then Romeo and Juliet could live together in Mantua.
In my opinion, Friar Lawrence is guilty for Romeo and Juliet's death. I think he is guilty because he married Romeo and Juliet. He gave Juliet the potion, and because he didn't get the message to Romeo, I think that he should have met up with Romeo on the outside of Capulet's tomb. Or maybe he could of gone to Mantua and met with Romeo face to face.

Juliet and Friar Lawrence made the plan to fake Juliet's death so she could runaway with Romeo. They had planed for her to take a vile that would make her cold and fall asleep for 48 hours. Friar Lawrence sent a note to Romeo telling of their plan so Romeo and Friar Lawrence could go retrieve Juliet once her funeral was over.
He conspires with Juliet to make them think she is dead when she is not. And he leads them to believe that he will perform a marriage ceremony between Juliet and Paris when he knows he cannot do it.

everyone except Romeo, Juliet, Tybalt, Mercutio, and Paris. And it is debated whether Lady Montegue dies of grief of Romeo or not. I don't think it flat out says it but many people think it implies it.

At various times, Benvolio, Mercutio, the Nurse, Friar Lawrence, Romeo's father, Friar Lawrence's friend Friar John and Romeo's servant Balthazar all try to do things which they think will help Romeo. And Juliet too, of course.
