I think he Capulet family. Because they fight Abraham who is a Montague.
Tybalt wanted to fight Romeo in the middle of a dinner party and dance that Capulet was throwing. Naturally a fight would have spoiled the party. And as far as he could see, Romeo was causing no trouble.
