Flavius and Marullus are annoyed because a lot of the commoners aren't working. Instead, they are taking the day off to celebrate Caesar's arrival. Also, the workmen aren't wearing the "sign of their profession." Flavius and Marullus are upset that the commoners aren't wearing the correct clothing. They also don't like that there is a celebration in Caesar's honor, for they dislike Caesar.
