With legalized prostitution, prostitutes have the protection of the police in case of violence from clients or "managers" (pimps). The clients also have protection against disease with regular testing and licensing of legal prostitutes. Police could also focus their efforts toward violent crimes instead of arresting people who are engaged in a victimless crime.

It is not in the purview of the US President. The US Constitution does not grant the power of legislation to the President. Only the states can decide for themselves if prostitution can be legalized, and currently only one state has done this, Nevada, with the exception of Las Vegas.

There are countries where marijuana and prostitution are legal. Prostitutes there are being arrested for incomatx fraud. Marijuana users are arrested there for braking the law regulating the place of use and taking it home.
