Happiness is a state of being. Happiness actually cannot be measured. As long as one is in a state of eternal bliss and everlasting peace, when one reaches the climax called enlightenment, when one overcomes ignorance and realizes the truth, then one doesn't have to find the best way to increase happiness. One reaches that state of eternal happiness, everlasting bliss and peace. That is Ananda. It comes with the consciousness of the truth.
