This saying is referring to the human mind. Land of the blind is a general consensus that most humans are missing a sense. The singular eye is often a reference to the sixth sense. This sense has to do with thinking beyond normal parameters. It's not something, which can be learnt, its something that seems to be prevalent in some people and non-existent in others. An example is that a person with sight can make choices while those without sight can only make decisions.

The saying can be found in Science Fiction books such as H.G Wells. The Country of the Blind

. Phil Dick, Minority Report. Both these novels center around some form of nano or biological computing used to see the future.
