One of Plato's theories to back on his idea of Philosopher Kings ruling society for the people. The basic idea is that, if you had a horse which was to be trained you would take it to a competent horse trainer, rather than just handing it to the first person you saw or having a mass vote on how the horse should be trained.

This analogy was then to be applied to politics whereby, only those who knew about politics should rule, rather than allowing everyone to have a direct say as to how things would be run within a country. The people Plato saw as being fit to run any country were the Philosopher Kings.
