Moral Responsibilty.

Determinists say that if we have no control over what happens then technically we aren't responsible for what happens.

So basically, if someone murders another person, he can't really be help accountable because he was destined to do the crime.

Determinists go on to further say that punishment and reward, as well as the need for it, is all an illusion.

A pretty poor excuse on their part if you ask me.

Should the strongest argument in a persuasive writing be in the beginning or in last?

It is generally more effective to place the strongest argument towards the end of a persuasive writing piece. This helps create a lasting impression on the reader and leaves them with a powerful conclusion. Starting with strong points can also grab the reader's attention, but building up to the strongest argument tends to have a greater impact.

What philosophers are indeterminists?

No, Philosophers who debate about the issue of Free-will are either compatibilists and incompatibilists. The incompatibilist argue that free-will and determinism are incompatible. In this one there is an argument between Libertarians (those who support freewill) and the Determinists (those who are against it). The Compatibilists are people who believe that free-will and determinism are somehow reconcilable.

Does quantum mechanics disprove determinism?

Quantum mechanics challenges the idea of determinism by introducing uncertainty at the smallest scales of matter. While it doesn't necessarily disprove determinism, it suggests that the universe may not operate in a completely predictable way.

Is it necessarily true that God does not exist if determinism is correct?

No, the existence of God is not necessarily ruled out by determinism. Determinism is the belief that all events, including human actions, are ultimately determined by causes external to the will. This does not necessarily preclude the existence of a higher power or deity.

He's not literally underground- it's just a metaphor for the narrator's descent into ennui and apathy. It's also representative of Dostoevsky's negative argument to validate free will against determinism. But most importantly- it's because he doesn't have a shovel.
