Joseph was the second youngest in his family, and had dreams about the future in which his brothers and parents would all bow down to him. This, together with the fact that Joseph was clearly his father's favourite, did not exactly endear him to his brother, and they plotted to get rid of him. When his father sent him out into the fields one day to find his brothers, they saw him from a distance and said "Behold the dreamer comes". Essentially, the saying has come to simply mean, "Look at that fellow over there with his head in the clouds, and absolutely no understanding of practical reality". It's a disparaging reference to someone who has great ideas which never come to fruition.
