Well, it depends. An evil person is described as someone who commits evil acts. However, whether an act is truly "evil" or not is questionable, and a matter of some debate. Evil itself is little more than a comparison. To elaborate; in its simplest form, we define an evil act as is something one does which the majority of individuals would not want done to themselves. For example, murder is often considered evil because few people have a desire to be killed. However, there are a number of other instances where the majority of the populace dislikes something, but it isn't widely considered to be evil; often due to necessity. For example, taxes. Few people enjoy being taxed, but so long as it's not so extreme as to be considered extortion, it's not generally considered to be an evil. What is evil is also heavily influenced by religious factors. Most faiths have a code of conduct which its practitioners are expected to follow. For example, the majority of monotheists attempt to follow the "commandments" of their faiths listed in texts such as the Bible, Talmud or Qur'an as closely as possible. However, not all of the acts deemed evil in such books are considered to be evil by the majority of the populace. As such, there is much controversy on the subject. All in all, what is considered to be evil is largely a matter of opinion. You must set your own standards for such. So to answer your question: Yes; a person may be described as evil, but only if you feel them to be so. But naturally, not everyone will feel inclined to agree with your opinion on the matter; especially the person being labeled evil. Few people see themselves as evil, even if many others consider them to be.
Man is born innately good in his weakness but with time develops a evil hate in that weakness with the strength of others between emotional and rationality. With rationality and virtues in good upbringings people learn to think themselves as part of a greater whole and acting for oneself without consideration of others is wrong or evil. In bad upbringings people come to see themselves as individuals and will seek to better themselves no matter the cost to other people. These people are also more likely to take pleasure in harming other living beings. this evil is a temporary madness and those with a lack of guilt will seek to do so again and feel no remorse. The capability for evil is within as one can work as individual beings which was needed for survival tens of thousands of years ago. The capability for good comes from ones instincts as social or group animals which come from antiquity and far back from our ancestors.
Socrates believed that evil arises from ignorance. He thought that people do wrong because they lack knowledge of what is good and virtuous, so to act in a harmful way is to act against one's own best interest. Socrates believed that knowledge of the good would lead to moral behavior.
William Golding philosophy was that people were capable of great evil, and that there is a savage in all of us. He thought that if people were in the state to survive, we would do anything to keep our lives. After seeing World War 2, he realized that people had great evil in them, that they would go to any measures to survive.
That's a good question, and there is no 'right' answer. It depends a lot on your definition of "sin" and "evil". In some ways, we only have the concept of "sin" because organized religion needs something to fight against. If you have no 'sin' to be afraid of, then you have no need for organized religion, which puts all the priests and rabbis and mullahs out of business, and they'd have to get real jobs like you and me. The broader your definition of "sin", the more of it there will be in the world. Same with "evil" - they really occupie the same spot, philosophically. Was Hitler evil? Sure, probably, 99.9% of humanity would agree with that statement. Is Ozzie Osborne evil? Well, you might not get quite the consensus there. Dopey, yes. Evil?..probably not. You could probably find a good number of nutcakes who think Hanna Montana is evil...so there is no straightforward definition of it. We all have to make that choice and that determination ourselves. So one person's "sin" is another persons "pleasure" - in fact, many of the sins we're warned about from the pulpit involve having fun. The seven deadly sins, especially lust and gluttony, are some of my own personal favorites. The problem with 'sin', per se, is that many religions say , "you always sin. Nearly everything you do is a sin. But if you come to us, and promise not to do it any more, and contribute a nice check to the church, we'll have a heart-to-heart with God and see to it that you get into heaven anyway. So to them, sinning is fine, as long as you beg forgiveness.
