No. The radiator should never be hot enough to start cloth or paper on fire. It would have to be over 400 degrees F, which would be dangerous to the people in the place. It would also make the room to hot too be comfortable in.

It is enough constant heat to boil softeners out of plastic over time, so keep that in mind.
