Paper can be a good insulator if it is used correctly. Insulation work by creating tiny pockets of air which does not flow, thereby preventing loss of heat through convection currents. Therefore, any material which creates tiny pockets of stationary air (such as fur) can be an insulating material.

Also, materials like styrofoam prevent movement of heat from outside to inside simply by being a poor conducting material, and so they also act as insulating material.
