AS to be equal to the speed of the buildings atomic frequency.At it's weakest point .There must be a determination as to where that point is and what amount of energy will be required to cause a disruption of the electrons / protons as to cause an unballancing at that level. much like a out of ballance electric motor ie. a vibrator.Except nothing touches the building but sound.Sound that is lined up and fired at a specific target like a laser. or water coming out of a water hose as apposed to a pebble being dropped into a pond making harmless ripples.
