In order to stop the car from rolling more, the driver accelerates. After a certain amount of time, the car will stop (with velocity of 0) and then it will start moving up the hill again. When it is stopped, the car is still accelerating in order to overcome the force of gravity pulling the car down the hill.
Technically, an object is accelerating if it's changing it's velocity. This includes speeding up, slowing down, and turning. So, yeah, if an object isn't moving at all, but is turning, it's still accelerrating.
