only wheels and axle can not lift or move the loads.We need suspension and uprights to attach the chassis to wheel,on which we can apply loads that can be lifted and moved.this is the case of an automobile.in case of pulleys where we use wheel with axle fixed to it we need bearings to support the axle to lift and move loads..
