In the mechanical sense, yes. The cartridge is self contained and no air is required to fire it. Fluid resistence would be much higher underwater, and would greatly reduce the functionality of the weapon.

Both the US & Russian military have performed R&D on underwater guns, with little practical success.

A2: I think a gun will blow up or damage ("ring") the bore if fired under water. One shot May come out, but, that's all. Some cartridges that are non-militray may not be sealed, and water might get to the powder/primer, not firing or hangfiring.
