I haven't studied his equations in depth, but two researchers at Tufts believe there is a problem with the requirements for the radius of his ring laser. They believe that the radius would have to be near the size of the known universe in order for the device to function as described. Again, I haven't looked at the equations, so I don't know if the Tufts scientists are in error, but this is the flaw they claim to have found.
There are no known means of going back in time or building a time machine.
The scientist has not create a Time Machine i don't think they know how to do or the right tools to do it.
There is no such thing.
A machine that tells time
no
its Dr Ronald Mallett
Ronald Mallett (born March 30, 1945) is a theoretical physicist and author who has investigated what he believes is the physical possibility of time travel using time-like loops. (see related links below)
No. He's still raising money and now he has Marshall Barnes putting him in second place so far, with a device that could be scaled up to become a real time machine.
As of February, 2011, Dr. Mallett is still looking for funds for project testing to even begin.
Marshall Barnes, R&D Eng won the race November 24th, 2013, a few days before Thanksgiving. That means he made his prediction that he would beat Mallett by the end of 2013.
The Time Machine was hard to control where in time it went. Everything flashed by too quickly.

In computer science, P typically refers to the complexity class of decision problems that can be solved in polynomial time by a deterministic Turing machine. Problems in this class are considered tractable and efficiently solvable within a reasonable time frame.
