Though Air bubbles in ice lend to it floating, water is one of the few, if any, known substances that becomes less dense when frozen. I am not a chemistry major, so please improve upon my answer if you know, but as water freezes the week hydrogen bonds actually allow the molecules to push each other further away, decreasing the density, and forcing the ice to ride on top of the water.

As far as I know this is very rare in terms of liquidity, most other liquids become more dense and sink when frozen and life on Earth would not exist as we know it if this were true of water.
