This is an ill-formed question. You ask what electricity, in general, will not cause. But there is a huge amount of things that would fit that description. For example I could say that electricity would not in general cause bunnies to randomly appear.
I would suggest rephrasing the question :)
No, but sandstorms can cause static electricity.
Charges cause static electricity by charges
cause it is full of charged particles
No....
They generally aren't. In contrast they are generally good conductors, both of heat and electricity.
No, but sandstorms can cause static electricity.

Charges cause static electricity by charges
No. Electricity is generally considered to be flow of electrons.
Generally electricity but come in both.
Plastic is generally used as an insulator. A plastic ruler would not be a conductor of electricity.
it cause no electricity because of the resistance but.... if your question was..... "the caused by the flow of electrons" then the answer well be ( it cause electricity )
electricity causes an electromagnetic field, also radiation.
cause it is full of charged particles
Generally not.
Generally not.
it doesn't, but fossil fuels used to produce electricity do
