You could regard the new nuclear fuel as a store, the nuclear energy is there, just waiting to be released, and it would be practicable to stockpile fuel to be used if supplies of uranium were interrupted for some reason. I am not sure how much fuel is in fact stockpiled by the power companies that own power plants, but it would be possible for the federal government to pay to store more, if they wanted to.
