hmm that's odd, i never thought of shoe laces in that matter. But when giving some thought, i guess you can pull it off. So a pulley system involves making a heavy object easier to lift by diverting most of the force to what is called the "pulley" usually hanging from somewhere with rope going through with the object attached on one side and the person pulling on the other. It may be a cute little set up but i guess you can do the same thing with shoe laces, maybe use a little thread spool as the pulley. Just rig it up with the shoe lace through the spool.
