A wave can move energy and not matter because a wave is not matter itself. A wave is a part of the electromegnetic spectrum (e.g. Gamma waves, x-rays, visible light, UV, Infrared, microwaves and radiowaves) and is not something that has a weight. By that i mean it is not composed of atoms which contain neutrons, protons and electrons for example. These three can all collide against other particles and therefore move them. Waves are not made up of particles.

By creating a magnetic wave, which creates an electric wave, which creates a magnetic wave, which creates an electric wave, which creates a magnetic wave, which creates an electric wave, which creates a magnetic wave, which creates an electric wave, which creates a magnetic wave, which creates an electric wave.

It may be better to consider that a wave 'IS' rather than 'carries' energy, as a fluctuation which has an action on matter with which it couples (i.e. atomic scattering). A wave may also be considered to be made up of photons, and photons made up of 'spin' or fluctuations we call waves. Duality has been recently re-confirmed, but understanding is very poor as current theory does not allow any 'medium' which can then fluctuate.

we mistakenly call it a wave because the path taken by the particles looks like a wave from the side. (from the front it looks like a circle or ellipse)
