Being wet makes you feel cold because water conducts heat away from your body faster than air. When water evaporates from your skin, it takes heat with it, making you feel colder.
When it's cold outside, the air temperature is lower than our body temperature, so heat escapes from our bodies into the surrounding air, making us feel cold. Wind can also increase the rate of heat loss from our bodies, making it feel colder than the actual temperature. Additionally, humidity levels can affect how cold it feels outside, as moisture in the air can make it feel colder due to increased heat transfer.
After a hot bath, your body temperature rises due to the warm water. When you step out of the bath into cooler air, your body may perceive this change in temperature as a drop, leading you to feel cold. This sensation is called thermal shock and can make you feel colder than you actually are.
When something is cold, receptors in the skin called thermoreceptors send signals to the brain indicating a drop in temperature. This triggers sensory nerve fibers to convey the sensation of cold to the brain, which is then interpreted as a feeling of chilliness or discomfort.

I think, the wet person will feel the cold more because water needs energy to evaporate and this energy is taken form the immediate surroundings ie the wet person, making the wet person feel cold.
