Some magicians use an expensive fabric which is made from fibres which can adapt through electrical charges. For example, in a quick change act they might have a button concealed which they press, which sends an electrical charge to the clothing telling it to change. Then all they have to do is add or remove Velcro addons. That's one method I've heard, the other one is just Velcro clothing. They can just grab and tear and it'll come away to reveal the next one tucked in underneath, which they then very quickly slip over their shoulders.
