To have all the diesels knocked out together was obviously not considered possible at Fukushima, tragically this was an oversight that was not picked up before the earthquake happened. It is the size of the tsunami that has wrecked all the designers assumptions in this case, and is going to require some rethinking for the future if nuclear plants are going to be operated in this region.
