I do not think that there can be a way to calculate GCV from the UHV. UHV is calculated by taking into account the percentage of two Proximate components of coal i.e. Ash and Moisture. But GCV is calculated using the percentage of ultimate components such as C, H, O, S. UHV(Kcal/Kg) = 8900-138(A+M) GCV is calculated using Dulong's Formula

The steam is then run through an engine driving a generator to determine the total plant efficiency thus determining how much coal is burned to produce a set amount of electricity.
