The red dot sight from Call of Duty: Modern Warfare 2 was only available during the builds of MW3 and was never actually released for the game. For unknown reasons the red dot sight from MW2 was cut and they used a similar model from the original Modern Warfare but with changes. But an AK-47 with the MW2 red dot sight can be found in MW3 in the spec ops mission "Kill Switch".
The difference is that red-dot sights have contained aiming reticles, whereas laser sights use an emitted laser beam that must fall onto a target. Red-dot sights are used mainly for more accurate ADS (aiming down sight) firing and laser sights allow for less-accurate, but made more so, shoulder-firing.

This is 100% up to the person playing, it depends on the map, game type, playstyle of the player, playstyle of the opponents, etc. My personal favorites are CoD4- MP5 Silencer WaW- MP40 Drum Mag MW2- ACR Red Dot Sight / UMP Silenced (Changes with my mood) Black Ops- Famas Red Dot Sight MW3- Type 95 Rapid Fire and either the Red Dot Sight or the Silencer depending on my mood.
