The composition of air is roughly 78% nitrogen and the remainder except a negligable amount of hydrogen is more dense than nitrogen. Therefore a balloon filled with nitrogen will be less dense then the surrounding air and thus will rise.
The balloon will probaly not rise, as there is insufficient lift to overcome the weight of the balloon fabric.
