It's stop motion animation with clay-like Gumby and Mr Bill. They pose figures and take a still shot at a time to give impression of movement. Like when you draw the same thing on a book of paper making each one slightly different and flip through real fast. It gives false impression of movement. A film is the same thing, since frames flick by so fast we see movement, but they are actually just a series of still photos.
