Originally the source of material that has made oil was living matter that lived because the sun warmed the earth and provided sunlight to make things grow, so in that sense yes, all fossil fuels were formed because of the sun's energy.

Oil (petroleum) was created from the compressed and liquefied remains of plants that lived millions of years ago. As they were heated underground, they formed the long hydrocarbon chains that are found in oil. Natural gas is mostly methane that was released from the plants or from the heated oil. Other vaporized fractions such as ethane and propane are usually removed from the gas.

The energy from the Sun was turned into chemical energy by the plants (photosynthesis), and stored in the remains of the ancient plants and animals. So the energy released by burning oil, coal, or natural gas was originally solar energy (sunlight). The same is true of the less-complex chemicals found in wood (cellulose).
