No. They can't fly. They're shinobi (NINJA), NOT birds. They can just jump really far. It may seem like they can fly at moments. The truth is they are simply lunging themselves forward and or at times using chakra (the ability they have in the said show) to push and or glide through the air, but they do not fly.
Yes, they can jump from tree to tree. They also move along the ground and mark their territory.
So far there has only a dragon ride anounced which will probabley be a Chinese fireball dragon. Hopefully there will be far more.
