From my understanding, a toaster produces its thermal energy by running electricity through a high resistance wire, and as the electricity moves through this wire, it looses energy in the form of heat.
Now, depending on the type of thermal pack, it's different, but most of them work by quickly oxidizing iron (with the use of catalysts) which releases energy in the form of heat during the chemical reaction.
Electrical energy is converted into thermal energy when a toaster is switched on. The electrical current passes through a resistive material in the toaster, which heats up due to its resistance and produces the heat needed to toast bread.
A toaster produces waves of electromagnetic radiation. The wavelength of these waves is similar to the wavelength of red light, hence why the wires in toasters glow red. As we heat up the wire, electrons are exited to a higher energy level, when they come back down an energy level, they produce a quanta of energy, a photon. ie a particle of light :)
An electric toaster produces thermal, or heat, energy which is used to toast bread slices. This thermal energy is generated by converting electrical energy from the power source into heat energy to brown and crisp the bread.
When a toaster is turned on, electrical energy is converted into thermal energy, which is then used to heat up the toaster coils. The thermal energy produced toasts the bread placed inside the toaster.
Electrical energy is transformed into thermal energy in a toaster, which heats up the heating elements inside the toaster that then transfer heat to the bread to toast it.

When you turn on a toaster, the electrical energy transforms into thermal energy to toast your bread. =]
Electrical energy is the type of energy transformed into thermal energy in a toaster. The electrical energy heats up metal coils or wires inside the toaster, generating heat that toasts the bread.
